Dear John

Following our constructive meeting this week I wanted to write to confirm the issues we discussed, both the continuation of our existing strategic partnership as well as the Â鶹Éç’s position regarding the outcome of the recent spending review announcements by the UK Government.

On our existing strategic partnership to provide programming to S4C, I am confident that we can now move quickly to complete the renewal of this agreement for the next two years. Renewing this partnership is very important to the Â鶹Éç as our two organisations begin a journey towards greater collaboration.

Regarding the spending review announcement, Jeremy Hunt has made clear that having decided to reduce its own funding for S4C as part of the Comprehensive Spending Review, the Government decided that a new partnership model with the Â鶹Éç was the best way of securing the long term future of the service and this proposition was put to the Â鶹Éç in the context of discussions on a new licence fee settlement.

We now need to work together to take forward this policy. A new arrangement will see the Â鶹Éç build upon its commitment to the provision of a broad range of Welsh language services – with the new, additional responsibility for funding a large part of a high quality S4C service.

I want to be clear with you, and other members of the S4C Authority, that the Â鶹Éç has no ambitions to take over S4C. We are committed to a creatively independent S4C, which attracts revenue from a range of sources, including the licence fee. We share your determination that S4C should retain its strong relationship with the independent production sector in Wales.

Starting in April 2013 the Â鶹Éç will make a significant financial contribution to the operation of S4C, above and beyond our current supply of programming. For 2013/14 this addition investment will be in excess of £76m. The Â鶹Éç Trust is the guardian of the licence fee and as a result will need to have oversight of how this money is being spent. The licence fee settlement sets out in broad terms how this might be achieved. We both agreed that it would be useful to agree the detail of a new governance structure as soon as is practicable in order to provide certainty to both organisations.

My colleague Elan Closs Stephens, the Â鶹Éç’s National Trustee for Wales, will oversee discussions on behalf of the Â鶹Éç Trust and we both look forward to an ongoing and productive working relationship with yourself and the S4C Authority, with the appropriate involvement of DCMS.

Given the public interest in this matter I plan to make the content of this letter public; I am also copying Jeremy Hunt.

Yours sincerely

Sir Michael Lyons

Annwyl John

Yn dilyn ein cyfarfod adeiladol yr wythnos hon, roeddwn yn awyddus i

ysgrifennu atoch er mwyn cadarnhau’r materion a drafodwyd gennym, sef

parhad y bartneriaeth strategol sy’n bodoli rhyngom eisoes a safbwynt y

Â鶹Éç yng nghyswllt datganiadau diweddar Llywodraeth y DU ynglÅ·n a

chanlyniadau’r adolygiad gwariant

Parthed y bartneriaeth strategol sy’n bodoli eisoes ar gyfer darparu

rhaglenni i S4C, rwy’n hyderus y medrwn bellach symud ymlaen yn

ebrwydd i adnewyddu’r cytundeb hwn ar gyfer y ddwy flynedd nesaf. Mae

adnewyddu’r bartneriaeth hon yn hynod bwysig i’r Â鶹Éç wrth i’n dau

sefydliad symud tuag at gydweithio’n agosach.

Yng nghyswllt y cyhoeddiad ar yr adolygiad gwariant, mae Jeremy Hunt

wedi ei gwneud hi’n glir, o fod wedi gostwng ei gwariant ei hun ar gyfer S4C

fod y Llywodraeth wedi penderfynu taw model newydd o bartneriaeth gyda’r

Â鶹Éç oedd y ffordd orau o sicrhau dyfodol hir dymor y gwasanaeth, a

gwnaed yr awgrym hwn wrth y Â鶹Éç yng nghyswllt trafodaethau ynghylch

cytundeb newydd ar lefel ffi’r drwydded.

Rhaid i ni yn awr gydweithio er mwyn gweithredu’r polisi hwn. Bydd

trefniant newydd yn dangos Â鶹Éç sy’n adeiladu ar yr ymrwymiad sydd

ganddo eisoes i ddarparu ystod eang o wasanaethau Cymraeg – gyda’r

cyfrifoldeb ychwanegol newydd dros gyllido rhan fawr o wasanaeth safon

uchel S4C.

Dymunaf fod yn gwbwl eglur, gyda chi ac eraill o blith Awdurdod S4C nad

oes gan y Â鶹Éç unrhyw uchelgais i draflyncu S4C. Rydym wedi ein

hymrwymo i S4C sy’n greadigol annibynnol, sy’n denu cyllid o amrywiol

ffynonellau, gan gynnwys ffi’r drwydded. Rhannwn eich penderfyniad y dylai

S4C barhau â’i pherthynas gref â’r sector gynhyrchu annibynnol yng

Nghymru.

Gan gychwyn ym mis Ebrill 2013 bydd y Â鶹Éç yn gwneud cyfraniad ariannol

sylweddol i gostau gweithredu S4C, yn ychwanegol at ein darpariaeth

bresennol o raglenni. Ar gyfer 2013/14 bydd y buddsoddiad ychwanegol hwn yn fwy na £76m.

Ìý

Ymddiriedolaeth y Â鶹Éç yw gwarcheidwad ffi’r

drwydded ac o ganlyniad bydd angen iddi gael tros olwg o’r ffordd y mae’r

arian hwn yn cael ei wario. Amlinella’r cytundeb ar ffi’r drwydded yn fras

sut y gallasid cyflawni hyn. Rydym ill dau yn cytuno y byddai’n fuddiol i ni

gytuno ar y manylion ynghylch strwythur llywodraethu newydd cyn gynted

ag y bo hynny’n ymarferol bosib er mwyn darparu sicrwydd i’r ddau

sefydliad.

Ìý

Bydd fy nghydweithiwr, Elan Closs Stephens, Ymddiriedolwr Cenedlaethol y

Â鶹Éç yng Nghymru, yn llywio’r trafodaethau ar ranÌýYmddiriedolaeth y Â鶹Éç ac

rydym ill dau yn edrych ymlaen at berthynas gwaith barhaus ac adeiladol

gyda chi ac Awdurdod S4C, gyda mewnbwn addas oddi wrth yr Adran

Ddiwylliant, Cyfryngau a Chwaraeon.

O ystyried diddordeb y cyhoedd yn y mater hwn bwriadaf ryddhau cynnwys

y llythyr hwn i’r cyhoedd; rwyf yn anfon copi hefyd at Jeremy Hunt.

Yn gywir iawn

Syr Michael Lyons
