麻豆社 Trust begins biennial review of Window of Creative Competition

The 麻豆社 Trust today started its first biennial review into the operation of the Window of Creative Competition (WOCC) which was introduced a year ago.

The 麻豆社's Charter and Agreement sets out arrangements for the commissioning of network television programmes. It requires that 50% of programmes are reserved for in-house production and a statutory quota of 25% is reserved for the independent sector. In-house and external producers compete for the remaining 25% which is known as the WOCC.

The Trust is obliged by the Charter and Agreement to review the WOCC at least every two years, and this review forms part of the Trust's published workplan for 2008/09.

Rotha Johnston, 麻豆社 Trustee, who is leading the review for the Trust, said:

"The Trust works for the public who own and pay for the 麻豆社 and one of our key responsibilities is to ensure the 麻豆社 provides a full range of high quality programmes for all audiences. The new commissioning system in network television, including the WOCC, aims to drive competition and deliver the best possible programmes, whether they are made by the 麻豆社's in-house production teams or the independent sector.

"We will examine how the WOCC has worked in its first year and whether it has created a new opportunity for competition as intended. We will also examine its impact on the range of programmes commissioned from different sources and the diversity of producers pitching in terms of their location and size."

As part of the review the Trust will actively consult a wide range of industry professionals from inside and outside the 麻豆社, including commissioners, 麻豆社 production staff and independent producers, and its consultation will be open to anyone who wishes to contribute until 28 April. The review is expected to be published by the Trust in the summer.
