Provisional conclusions
In November 2008 the Trust published its provisional conclusions on the Â鶹Éç's local video proposals. It refused permission for local video because it would not improve services for the public enough to justify either the investment of licence fee funds or the negative impact on commerical media.

In November 2008 the Trust published its public value assessment (PVA) on the local video proposals, along with a summary of all consultation responses from the general public, the full text of non-confidential stakeholder submissions and audience research.

In November 2008 Ofcom published its market impact assessment (MIA) into the local video proposals.

24 June 2008 PVT commences. Public value assessment (PVA) and market impact assessment (MIA) representations open. Joint Trust/Ofcom stakeholder briefing.
4 Aug 2008 PVA and MIA representations close.
21 Nov 2008 Publication of Trust's provisional conclusions, PVA and MIA. Consultation on the Trust's provisional conclusions opens.
5 Jan 2009 Consultation on the Trust's provisional conclusions closes.
25 Feb 2009 Latest date for publication of the Trust's final decision.
