The Robins' England international was instrumental in the team finishing second in the Super League table with 19 tries and 24 assists.
Lewis is the first Hull KR player to taken the award since it began in 1996, taking 58 per cent of the vote to finish ahead of Wigan Warriors' Bevan French, who won it in 2020.
