They are based on a system used successfully on the continent, whereÌýin Denmark for example sixty percentÌýof care leavers go on to higher education, compared to six percentÌýhere.Ìý Judy Merry visits Kinder House, one of the new residential care homes just opened inÌýWallasey, Cheshire.ÌýIn the light of a series of shocking cases of abuse such as the death of Baby Peter.
