Is cutting benefits the only way to change behaviour?

Last week the Government unveiled its proposals to reform the benefit system which they say will mean virtually everyone on benefits should be looking for work. It has been argued that our current system neither encourages nor facilitates those who are on benefits, to break the cycle of dependency. It has long been alleged that some people have multiple children because of the financial incentives. Is cutting benefits the only way to change behaviour of the so called underclass? Jane is joined by Joanna Nicholas, independent social worker and John Bird, founder and editor in chief of The Big Issue.
