Killed By My Debt: How councils use bailiffs to collect debts
Since 2010, the money that London councils get from government has fallen by 44%. Many have turned to traffic fines as a way of raising money. In turn, some councils have outsourced debt-collection to private bailiff companies - last year alone they used bailiffs to collect 2.3m debts. And aggressive and threatening bailiff behaviour is widely reported.
