When can peace be made?
Peace needs both sides to see they can't gain by conflict. This situation is sometimes described as a mutually hurting stalemate. Jonathan Powell was Chief of Staff to British Prime Minister Tony Blair and one of the British government's chief negotiators with the Provisional IRA in the talks that led to the Good Friday Agreement in Northern Ireland.
