Rory Stewart: new Cumbria flood barriers 'overtopped' by rain
The water has been so extreme it has "overtopped" even the new flood barriers said Floods Minister Rory Stewart.
The Cumbria MP spoke to Shaun Ley after attending an emergency meeting to deal with the 'unprecedented' rainfall in the county.
