He’s both everywhere and nowhere to be found. Hugo Chavez has been recovering from cancer treatment in Cuba. But his failure to attend his inauguration has prompted questions from opposition politicians in Venezuela. Will Grant was recently in Caracas, where he found the situation confusing, but the president’s supporters defiant.
