The Chancellor, George Osborne,says the government will implement the recommendations of an independent commission which has called for an overhaul of Britain's banks. At the heart of the report is a proposal to ring-fence banks' high street operations from their riskier investment activities. The commission's chairman, Sir John Vickers, said the measures were intended to get taxpayers "off the hook", in the event of another banking crisis.
