Scotland sends more people to prison per head of population than any other country in Europe. But are more prisons really the answer?

Scotland sends more people to prison per head of population than any other country in Europe. There are approximately 8000 prisoners behind bars in this country, and the prisons are full to capacity, with overcrowding a major problem. Are new prisons really the answer? Or should we look at other options to reduce the prison population? Most of Scotland's prisoners have been imprisoned before, so why is the situation so bad in this country? By speaking to those who used to work in the old prison system, and those who work in the prisons today, this programme explores the way ahead.
