The Â鶹Éç announced today a shortlist of bidders selected to the next stage in
the re-procurement of outsourced finance and accounting services.

The four companies that have been selected for Invitation to Contract, the third
stage of the bidding process are, in alphabetical order:

The bids received from the long-listed bidders were of high quality and bidders
were selected through a rigorous EU procurement process conducted by the Â鶹Éç's
evaluation team.
Ìý
This included significant input from business stakeholders in
the Â鶹Éç.
Ìý
The four finalists were chosen because of their close fit with the
Â鶹Éç's evaluation criteria, which include value for money, synergy with the
culture of the Â鶹Éç, and capability to provide high-quality service to the Â鶹Éç.

Zarin Patel, Â鶹Éç Group Finance Director, said: "We have been impressed by the
quality of the bids and high level of competition, and all four bidders deserve
to have reached the shortlist stage.

"We look forward to working with them more
closely over the next few months and we expect to announce the winning bidder in
the autumn."
Ìý
The finance and accounting services being re-procured were originally outsourced
in 1997 to Medas as part of a ten-year contract which runs until the end of June 2007.
Ìý
Medas is a wholly owned subsidiary of EDS.
Ìý
Services currently provided by Medas
include payments to external suppliers and artists and contributors, staff
payroll and expenses processes.
Ìý
The purpose of this project is:
Ìý
to re-procure finance and accounting Business Process Outsourcing (BPO)
services for the Â鶹Éç with an effective transition between the current and new
contract;
Ìý
to deliver a new BPO contract which will deliver value for money through
significant initial and ongoing savings, through a contract relationship that is
flexible and transparent and that provides incentives to both the Â鶹Éç and its
supplier to collaborate, innovate and improve benefits throughout the contract.

The contract length is for five to ten years.
Ìý
The Â鶹Éç is looking for provider/s that can transform the systems area, including
the development of further e-business capabilities to help in delivering a "simpler Â鶹Éç".
Ìý
Final negotiations are expected to take place throughout the summer, with an
announcement of the successful bidder in Autumn 2006.
Ìý
Â鶹Éç staff and the unions are being kept fully informed during the process.
Ìý
No Â鶹Éç staff are currently in scope to be outsourced as part of this contract as
the contract is a second generation outsourcing.

Medas and the Â鶹Éç
Ìý
Medas is a wholly owned subsidiary of EDS.
Ìý
Medas was founded in 1997 to provide
financial transactions processing for the Â鶹Éç and also support the IT systems
that facilitate that processing.
Ìý
The company became fully operational in March
1998 following the transfer of nearly 400 finance staff from the Â鶹Éç, in
addition to the 80 IT staff who transferred in March 1997.

Medas operates from
two sites: Ealing (West London) and Cardiff.

EDS is the parent company of Medas, the current provider of outsourced Finance
and Accounting services to the Â鶹Éç, which was awarded a ten year contract in
1997. EDS has been providing Finance and Accounting services since 1968. EDS
has approximately 115,000 BPO staff.

Ìý
Progeon is a wholly owned subsidiary of Infosys Technologies Ltd, a global IT services and consulting organisation. Progeon currently has over 7000 employees with around 900 professionals delivering Finance and Accounting services globally. Finance and Accounting accounts for nearly 15% of total BPO revenue.

Xansa have been providing Finance and Accounting services since 2001 and have
1,900 Finance and Accounting staff based across a number of locations. Finance and Accounting services forms the largest component of Xansa's BPO portfolio.
