I have a basil plant infested with tiny bugs. The plant sits on the kitchen window sill, with out any other plants nearby. I have tried washing the plant with soapy water. Could someone please tell me, how did these bugs get on the plant as they have no wings. What is the best treatment for these bugs. Here is a picture I took of one of the bugs.

Great photo. They look like greenfly to me - some of them can fly when the temperature is about 20C, so that's how they got in, or possibly on another plant.
Mildly soapy water should shift them, but you need to keep repeating it.
Alternatively, go to your local garden centre/B&Q/DIY store and buy yourself a food-safe insecticide and spray with that a couple of times. You have to be thorough, covering both surfaces of the leaves.
