I have a trailing geranium and trailing fuchsia in a hanging basket on my balcony, they were bought last summer and have been outside all winter (luckily it has been mild here in Belfast with no really hard frosts).
My question is should I cut them back or just leave them to their own devices?

You have been very,very lucky-but I would not continue with them in the same hanging basket without "repotting"-my inclination would be to remove trim back and replace back into fresh compost-there may be a few nasties lurking
If you want to take the risk that they won't be frosted now-and you have done all-right so far then hang it back up again-they would appear to have gone through the hardening off phase
