I have a very old Victoria plum tree which has loads of fruit but most of the plums contain tiny bugs. I understand I should give the tree a winter wash but maybe I'm too late. Can Jeyes Fluid be used? Any advice please?

Plum moth I think. The best treatment is to spray with a contact insecticide suitable for edible crops in May when the moths have emerged and laid their eggs. (they quickly hatch into caterpillars that burrow into the fruit). You need to get the timing right as these insecticides are not systemic and only work by hitting the caterpillars directly. You can get plum moth traps that attract and trap the moths, so when you see quite a few moths on teh trap you know it is time to spray.
I think Jeyes Fluid is more suitable as a winter treatment for fungal diseases. It is no longer sold for this purpose (EU regs) but can still be used. Google for instructions as the manufacturers are no longer able to give this information.

You just about have time to do a winter wash, I did my trees last week, but any time up to the middle of March would be fine.
