Can anyone help?
Anybody know if the old stump of a Bay Tree can do harm to the ground thus making it difficult to grow veg in?
Or a pile of old Bay branches nearby, can this have any effect?

Not sure what effect you expect it to have? The roots can get in the way of digging, but that's about it.
Apart from the root problems, I'd only add that bay leaves contain an enzyme that inhibits plant growth - you wouldn't want to compost bay leaves - so I'd clear away any fallen leaves and any that have worked their way into the soil.
