We are moving to a bungalow very soon and the new garden is overlooked at the bottom. I would like to grow something that will grow above the fence height of 6ft. Something that will get to height quite quickly would be nice as long as it stops growing at a reasonable height. (Russian vine is a definite no). Any ideas would be gratefully received. The area is mostly in sun.
IMO, the ideal plants to form the boundary at the bottom of a garden are mixed native hedging. This will grow above 6', in time. The disadvatage of this is that it needs regular maintenance (cutting). If the the hedge is taller than 6', that can become a hard job. (Unless you have plenty of space for a wild uncut hedge).
An alternative, which grows quicker, and requires no maintenance, would be bamboo. when buying bamboo is essential to get a variety which is not invasive, erect (doesn't flop), and preferably evergreen. Two varieties that are worth looking at are Semiarundinaria fastuosa (12', not cheap, but it does a good job), and Fargesia robusta (8').
You could consider screening using some fruit trees (depending on how much space you have).

solanum 'glasnevin' is the one with blue flowers, it's evergreen and flowers througout the summer.
What about Lavatera-Barnsley, it's semi-evergreen, lovely white flowers with pink centres, flowers June-September.
Clematis - cirrhosa is evergreen, flowers Dec - Feb, which is slightly unusual for a clematis and has lovely bell shaped flowers which are white and pink speckled. Would look nice grown in amoungst a white solanum.
