I want to build a 7 foot high and 15 foot wide three tier flower bed. I want to plant it up with blue and white flowers so it looks like a water fall. I have no idea how to do this? Any ideas?

If it is to be a permanent structure, I imagine you would have to construct the equivalent of three steps, or terraces. Then plant those up with low-growing, and cascading, plants.
The material you use to construct the `terraces` would depend on what space is available, and what degree of skill you have. The walls could be cobbles, or cement with pebbles stuck in the facing, or timber, or even boulders if the area around is large enough to take it.
I suggest looking in some garden-design books for ideas.
It`s pretty tricky offering ideas here, without seeing the site.
Also a picture gives a much better idea than a written description can.

This isn't exactly what you wanted, but it came to mind as I read your post....

Use a wooden pair of step-ladders as the support. They arent fashionable to use these days as people prefer the lighter aluminium ones, but try freecycle or the local tip/skip, you never know. Elderly people often still have them but find them too heavy to use.

With the steps being wooden you can then fix planters to them. Plant up with your choice of plants- the obvious one being trailing lobelia for blue- just as you would window boxes/patio pots.
As the whole structure could end up quite heavy you would need it to be fixed to a wall/fence.

Or an old wooden bookcase? lots of sizes around. Make your own?

    Just a thought. J.
