Earlier this year I bought a rhubarb plant & put it in the corner of our 3mtr square veg plot & it did very well but the spread & size of the leaves took so much space & it covered other plants, stunting there growth, ie leeks, they have just grown to a cigar size. When is the best time of year to move it ?

Yes, November fine. Looks as if early December also ok this year, unless the ground is frozen that is.
Rhubarb is a greedy feeder, so wherever you intend it put it try & enrich the soil as best you can.
When you replant it, ensure that the crown is still proud of the soil & mulch it well over winter- again dont totally cover the crown, or it could cause rot.
As you have discovered it does take up a lot of space, so dont expect to grow anything beneath/near to it. J.
